Program Description

The purpose of the program is to increase academic achievement by improving teacher, paraprofessional, and principal quality. This program is carried out by increasing the number of highly qualified teachers in classrooms, increasing the effectiveness of teachers, and increasing the number of highly qualified principals and assistant principals in schools by holding LEAs and schools accountable for improvements in student academic achievement.

Types of Projects

State and local level activities include, but are not limited to (1) improving teacher performance through professional development and training materials, (2) improving teachers' instructional practices by providing instructional coaching, (3) teacher retention programs (New Teacher Induction Program), (4) recruiting and retaining highly qualified teachers and principals, (5) increasing the number of highly qualified teachers in classrooms, (6) class-size reduction programs, (7) leadership programs for highly qualified administrators (Leadership Academies), and (8) supporting paraprofessional, teacher, and principal certification programs. Activities must be based on a district's needs assessment, and, among other things, be aligned with state academic content standards, student academic achievement standards, and state assessments (for formula grants).

Additional Information

Agencies are held accountable to the public for improvements in academic achievement. Title II, Part A, provides these agencies the flexibility to use these funds creatively to address challenges to teacher, administrator, and paraprofessional quality, whether they concern teacher preparation and qualifications of new teachers, recruitment and hiring, induction, professional development, teacher retention, or the need for more capable principals and assistant principals to serve as effective school leaders.

Title IIA Funding Request Forms for Conferences and Meetings

Employees interested in requesting Title IIA funds to pay for attending conferences and meetings must submit the Prior Approval Form at least two weeks prior to the conference or meeting deadline. Prior to submitting the request, employees must ensure that the organization hosting the conference or meeting is a registered vendor in the Dougherty County School System GEMS accounting system.

Title IIA Funding Request Forms for Professional Development Stipends

Employees interested in requesting Title IIA funds to pay employees for participating in professional development activities must submit the Prior Approval Form at least three weeks prior to the date of the activity.

Title IIA Funding Request Forms for Coursework and Certification Tests

Employees interested in requesting Title IIA funds to pay for test or course fees required for teacher certification must submit the Prior Approval Form at least three weeks prior to the registration date of the assessment or course. It is important that employees understand that the Dougherty County School System will only reimburse for payments fulfilled by employees. Employees must make the initial payment.

Title IIA Funding Request Forms for Materials and Equipment Purchases

Employees interested in requesting Title IIA funds to pay for materials and equipment must submit the Prior Approval Form at least three weeks prior to the desired date for receiving the items. Prior to submitting the request, employees must ensure that the vendors are registered in the Dougherty County School System GEMS accounting system.

Employees interested in the GATAPP program should consult with the Dougherty County School System Human Resources Department. The forms below are designed for teachers designated and approved by the Human Resources Department for participation in the GATAPP.
