The primary functions of the Logistical Services Department are: 1) To acquire goods and services meeting quality standards at the lowest cost, 2) to safeguard District property through effective warehousing practices, and 3) to ensure a safe and speedy passage of goods to the end user.
The Director of Logistical Services establishes rules and procedures, subject to Dougherty County School System Board Policy, to provide procurement methods that ensure openness, fairness, and integrity. The department provides a “checks and balances” system for the expenditure of public funds. Every effort is made to operate in an efficient and economical manner consistent with existing laws and sound business practices.
We are dedicated to managing a purchasing program that is conducted in a professional manner, provides Dougherty County taxpayers the maximum value for each dollar spent, and satisfies the needs of the Dougherty County School system and its students, faculty, and staff.
Our quest is to efficiently provide resources, opening doors for student success through increased competition and contracting. Code of Ethics
The Dougherty County School System (DCSS) Logistical Services Department adopts the Code of Ethics promulgated by the National Institute of Governmental Purchasing (NIGP). The DCSS Logistical Services Department recognizes that the Code of Ethics sets appropriate standards for purchasing and the DCSS Logistical Services department expects adherence to the Code of Ethics by all employees of the Department.
The DCSS Logistical Services Department recognizes that employees of the Logistical Services Department are public employees. As such, these employees have the responsibility to avoid the intent and appearance of unethical or compromising practice in relationships, actions and communications.
It is the policy of the DCSS Logistical Services Department that employees shall, in addition to all other expectations and job requirements, uphold the public trust and refrain from using their position for private benefit.

Cooperative Purchasing Affiliation
DCSS gives preference to the use of cooperative or state contracts where goods and services can be purchased at competitive prices. This is done to reduce administrative costs.
